For some reason I cant join any of my friends that are in PvP games. I am the same level range as them. I have a Ipod 3rd Gen, if that makes a difference?

This is an issue related to joining friends whom you can't technically join. IE full game, or a game you don't qualify for. This will be fixed in the next client update.
Joining PvP matches is working if the match isn't full and you are in the same level range as your friend.
ok but I also can't add anyone on friend list or in to guild unless they are online. will this be fixed?
