I've never had a city location, but I based my answer on small talk in game and this...

+ And the City (available only to Tavern owners) increases Loot Re-roll Chance!

It can be be used to gain 2% luck on tavern house. The luck won't work on lower housing and the cost should be 350k or less however easily available n auc for around 400k-500k. personally. better to buy Hisha which i assume u already have
