Why not -XP Kits?

You said yourself that you won't be deleveling characters, so why not just implement -xp kits? It makes the game so much funner, say you spend all your money twinking 10 and then want to go 8 u can just buy some kits and then ur there making levels more popular, that way you don't need to make a whole new char !
