can any devs clarify will the lvl 15 lepre be upgraded by using lvl 1, means do we need a lvl 1 lepre to upgrade to 15?

or is it a new lepre directly of lvl 15?

and how much luck will it give?

Same luck, but because it is level 15 you can upgrade it with higher level jewels.

not upgraded from lvl 1 lepre pendant but a drop from locked hallow

it is a drop that is an upgrade to the lvl 1. The major thing of note is that with the same luck reroll chance bonus, you can now socket higher level jewels in it.
