This elite item vendor has a very rare chance to spawn from bosses killed in end-game content.

No. He is temporary.
After the event will there ever be a way to get the talon? I don't wanna invest if it will be farm able soon
An investment is always a risk. However I disapprove of this update. Just hope that after the event, these items will be much much rarer, but is still lootable.
