Its super duper rare. I suspect is this because its the crafting component of voice of order set. One another component may be arcane shard because it drops from 5th floor boss

No, rank does not affect or helps drop scale

I am at 135k points, no balanced scale no symia egg for me so far. I've seen 4 balanced scales dropping, 2 from Graveyard bosses and 2 from Mausoleum Minibosses.

I have 140k+ points but never looted any scale I do run mauso 80% 20% graveyard

Ive done Thousands of runs, and never looted a Scale, Symia, nor Good Pink Gear. The only thing I benefit from Running Maus is the Gold Loot.
