Locked out of PvP ctf

I created a new character for pvp which i level up with those 1k/2k/5k exp
Now that ive lvl up to the specific level, I cant join ctf maps. there would be no button for joining
Ive checked my inventory and they are cleared, i try to join by clicking the ctf map and it says
"you must first unlock this map" the only way i can join is through windmoore but the problem is what if my guild needs
help and i cant join that particular map.

Is this intended to be like this; if so how do i unlock the ctf map

You need to finish maps from windmore up to travelers to unlock ctf map.
