The Dragon Flamestone and Badge Upgrade recipes will not appear in the shop until next week, when the content that requires them becomes available. It's all there and ready in the vendor, we're just not selling it while you can't even use it.
The recipe to upgrade the Orb of Ursume is already on all the players. You just have to go into your Crafting UI!
