Where is the best place to lv up ? (46-61)

Xp gain nerf in tombs starts at lvl56 i think. Also citadel came for the expansion up to lvl 56 , so for 46 may be not that easy.
So for lvl46-56 - kraag or watches tombs(kt4,wt4,km3) would be the fastest. I think.
Last few levels - most use citadel.
PS: This is if the 'best place' means the 'fastest'. If you want some profit - don't go to these tombs.

Citadel and the shuyal xp quest lvl u up pretty quickly.
