I think the focus should be on lengthening fights and minimizing luck based variables, namely dodge. Raising both the damage and dodge caps is doing the opposite of that.

Though I am in favor of the heal percentages being changed. Very appreciative of that part for endgame, though I am wary of it impacting below level 71 as well.
