The thing with bjorn is that you have to keep in mind his ability to change into a bear. If he were to be as good as the other fighters, then he would be extremely overpowered, since he can also turn into a bear that deals 92 (i think?) damage per hit. He needs to be a little bit less powerful than the other fighters in order to be balanced.

This is true if he had a big stun he would be able to stack incredibly fast.
