I was wandering in the chancel of light and stumbled across this NPC with a variety of items one of which is the 10,000 gold chest. What is this?

If that chest contains 10,000 gold why is it for lv 59?

Because everything from those zones is lvl 57 - 59.

I think the 10k chest was put there as a price control for the other items in there. This way the prices of those items will never fall below a certain level, or else it would pay to just cash in your balanced tokens for gold.

For example, a balanced bar costs 500 tokens. For 500 tokens, you could get 20 of those chests, which totals 200k. So the price of the balanced bar should never drop below 200k.
