Is lvl 14 twinking still a thing?

hey, just recently came back to the game after a 4 year absence. Had a lvl 14 twink and tried to play tdm. But the rooms were empty af. Has the twinking bracket change?

Me and 5 of my friends r preparing to go lvl 14 twink currently fixing sets. So it ill be more active give it a shot.
