Which twink lvl is better? 13-14 or 15-17?

As the title said ..... im planning to make twink rogue but im confused w/c level i should ... what bracket is more active?
Also my budget only 10m but i have now nekro and mm..

16 is dead im pretty sure 13 is too i have lvl 13 twink and 16 tdm always dead and beach...

Level 10 and 14 are still large and live!!

Level 14 is really active I don't get why people say it's dead when we r on almost the entire time in tdm.
