Your good intent is appreciated but that's not true as of yesterday. I made a 30 twink and first drop was magnar.
I've seen one other post stating the same experience on a toon lower than 30 and could find that to quote here if needed.
This is a bug and should be fixed, along with the scaling of lower level toons for that map (mobs too op).

I suggest they just allow both types to drop to any level

They should fixed this one out.

Btw, I'm trying run with lv 29 and just farming death.

What class? I tried Mage thinking war would be worse based on my (bad) endgame war experience.
End result was that I cracked open both damage, and damage reduction elixirs, and had to buy pots several times during the fight when I ran out.
The entire debacle took way too long, and ended up being a gold sink. I can't imagine what a lv 30 war would have to spend for one slim chance at one type of rune. Can't remark on rogues at all.

This map needs work imho fo sho

Using rog, full jewel, full housing buff, well geared, using ankh 5 times at mid of map. 1 ankh at boss.

Never thinking use warr at low level. No arc sword, no myth aegis proc lol.
