What Level to PVP at?

Hey guys! I know due to the recent level restriction nerf to pvp that many old pvp levels have drasticly decreased in popularity. Obviously endgame pvp is popular, but what other levels can a player still find some pvp games at? I was told level 27 is hot right now. Any where else?
