    Question Mastery trap is useful?

When the cooldown ends the trap is still there. Could not you put 20% of something? Maybe increase to 40% chance of pull. Or the trap is armed when placed on the ground.

with the upgrade of adept construction, the rogue has 20% chance to immediately use another trap. I dont think this mastery is useful. But if trap inflict initiate damage once triggered like time shift or increase pull chance to 30/40%, then it worth investing skill points.

Yes, improve skill upgrades. Cooldown is no problem for this skill.
