Isn't it awkward that lower level items can be awakened but character should be 46?

It was my mistake that I opened some awakening gems on my twink. So I cannot use it now.

Anyways to the topic, I don't understand the logic behind this system that you have to be level 46(I guess) to awaken our twink item.

First thing, you have to go stash items and switch and again stash it. Its so unconvenient.
Second, if we cannot awaken our items in twink then why we can open awakening gems on our low level toon.

I am pretty sure this awakening thing is a big success.

My only request to STS is if its possible.
