Is arc ring still best ring or is there a better one, and what is best amulet atm ?

depends what you play? For maus voice/nightmare pieces set bouns is way better than arc ring,but if you play elite maps, planar tombs etc arc ring/amu is the best gear..some people run with speed sets tho (noxious/toxic/venemous haste)

If ur lvl is 40 to 60, you can still use arc ring. When 61, chang to gold egg shell ring for better exp and luck, or voice set if you r rich. Lvl 66, use nightmare set, or keep the voice set. The difference btwn voice and nightmare is minor, about 10% on stats.
