Skill animations at turbo speed

I notice that nearly all skill animations are really fast compared to playing on an ipad.
I dont have a ninja-pc (winxp) nor the latest videocard, but itsnt an old either (few years).
It makes the gameplay feel quite slow, specially the walking which looks to be on normal speed.

I just came from a fresh install, because i formatted my drive a day earlier.
So i am sure i have all the latest drivers, but i fail to see how it fixes the problem. Since the game runs smooth.

I figured out why it's fast, the battery saver is off! doh! On the tabled its half way on and it controls the fps...,so nevermind. Lol
