Great idea. A pirateship map with pirates is a fantasic idea! What do you think?
This is what I've noticed too, the devs tend to hint at up coming content with items in much of the same way as they're doing now.
Take the bat wing and coffins for example

Pocket legends: Eagle (Endgame Bird), Magic (endgame mage), Getnuked (voodoo mage)

Pirates might be in the humania level when the cap goes upto 71, after MF.
After all pirates are human, and that human guy in FH did say humans would come one day.

The pirates can drop legendary loot such as pirate hats, swords, and pirate waistcoats
