What is the difference between Tier 1 Guild Hall or Tier 3 Guild Hall. Is it just bragging rights? or do you get anything character wise for it?

No, more like 40 plat is 36 plat. Potions are a bit cheaper too 1250 gold, instead of 1500 per 100
