I personally use thrashers exclusively while capping out. After that, not so much. But, I am an experienced MMO player, and fully understand team dynamics. I understand the importance of stopping, and letting the normal speed characters to catch up. I hope that I'm silently appreciated for these type of actions.
What I would like to see for elves, is get rid of Blessing of Vitality and give them Haste. An AoE spell with say a range of 3-5m and a duration that increases with skill progression, maybe somewhere between 5-15 sec duration per skill level with a cool down shorter than the duration. The reason I like the shorter range is to promote closeness of teamwork. If you don't come in to get your buffs, then you're on your own. Or, the duration could be a set standard of 60 secs with a cool down of 45 secs and each skill level would increase speed. So skill level 1 a 5% increase in speed, level 2 10% and so on. With a long cool down, you better believe everyone will be lining up for the mass buffs.
I know not all thrasher users will take the time to wipe the blood off of their weapons while the slower members catch up, but with haste, then the thrasher user won't have too. Unless there is no elf in the party...
