It really doesn't matter when farming xD just leech off a high level player, or ask a friend to come with you.
Now, it is pretty much impossible to solo sandstone on a low level, so friends or a farming group is also good.
As for the build, preferably full rage and iron blood, high stomp and a few slashes will also help a bit.
Lvl 21 pvp really isn't great because of lvl 22 player that will join and destroy you.
