Yes, I tested with a level 35 toon and got kills in Dynastar Labs, a campaign for levels 2 - 6. The kills were gained at a rate of 100% while xp gain was about 33%.

There is also another enchancer that allows a low level toon to enter any high level dungeon, but it does only charge one plat per 5 min use. So no bug to report there.

Sorry to be off-topic again, but does the slight xp gain from this enhancer also allow you to gain kills in the lower levels? That's what I seem to understand, just want to make sure.

Yes, kills are gained because xp is gained.
