Perma 15% xp

I’m leveling my other char and i wanted to get the perma xp bonus that i have on my main. I’m pretty sure it’s Adventura Alexa but she’s not giving me an option to purchase the kit thingy. Has it always been like this?

You can buy it from your avatar under pve/pvp that says "need a boost" or can buy directly from the plat menu for $3 named adventures kit
