So a while ago STS said they had a road map till lvl one hundred so what about campaigns at lower levels?

Well.. what about other campaigns at lower levels? I'm not really understanding your question. Do you mean how lower leveled characters are going to have a lot of catching up to do?

There may be some in the future, since that the level cap is only 66 out of 100. I'm sure there will be at a later date.

Ah ok, most likely that they'll focus on future campaigns for higher level campaigns as well as holiday campaigns. Lower level campaigns will probably come out, if they even do, once this is all done. The space that's being taken up on this game has its limits.
