Making icescale/epidemic gears + amulets and rings farmable in elite maps

A majority of lost PvP population in low levels can be revived by making these gears obtainable through introducing them either in elite chests or from a direct drop from elite bosses.
I am talking about specific gears like icescale/epidemic set, chillwind amulets, ripple warfare rings, etc especially the legendary ones.

Nope cannot be revived by this action.
Pvp low level = killed due to awakes.
Unbalanced armor to damage ratio.
Keep hitting with negligible damage leads to no action in pvp .thus ppl quit
