Yes he is, unless you are unaware many people power level for free or get in groups of 30s (and lower) - 40s (and higher) and level in a some what strong group.

i would, if he's leveling me on ao2 lv 3 only I'd pay 2k for level since I'm already 30. why? the drops liquidate for more than that,

You can easily get into ao2 lvl 3 half of the time people wont boot you
Yup and if they do boot me and just come back with my lvl 45 And own them just to let them know I'm not helpless.
