Nick found that once you get all ten mini ears ( I think most people have now), you have completed the quest, but I haven't been getting any good drops, only purples.

I think that part about the other ten is false because i have all 10 and nothing is happening

No, they are just really rare. You could keep trying, if you want. Or, you could wait till tomorrow when the team has for sure gone over them again.

Are they disabled in the boss brawl levels? Where all the bosses are together.

Nope, you just need the 13 little ones. Check that your 13 don't include the white bunny ears, it's the set of the other 13 that gives you the white rabbit ears.
