Is a lvl 60 str/dex bird with glyph 2h sword set decent? I dont have enough money for the mace+shield set and I die to much as a full dex bird so is this a good idea?

You will die just as much using a two-handed weapon, you either gotta learn to survive as dex or use a one-handed weapon/shield. Full dex can be very powerful in PVP if you can get the hang of it, my advice would be to stick with it and keep trying.
