Can Legendary Firebrand be level 21?

If I get lucky and get Legendary Firebrand when I'm 21 will my Legendary Firebrand be level 21 too? or max is 20?

For me selling the most powerful weapon(FIREBRAND) at plat store is lot of crap. I think STS should rethink on how to market this game. Here u are selling energies and even go to the extreme by using plats to bypass a certain point on the maps, but if i got the weapon already, who cares!!! right? I can already rule PVP with that weapon. If i decide to lvl up, all i need to do is wait for my energies to replenished,duh!! Special Weapons and other items are one of the drives for players to continue playing and hunt. The need to be the BEST is a very good motivation. Then if u reached lv20 and already got that weapon, would u still bother capping this game?What for?
