I am fairly sure that the lv packs only take effect of the weapon you receieve in the pack, not the type of item you receive . Also the lv ten ones have no stat requirements!

I was disappointed with the stats of the bow. If I wasn' t stuck with it forever I would be less annoyed. 75 plat for a crappy bow and an eye patch that I can't trade or sell... wow.
