    Default skill cooldown on new maps is not accurate.

    Lets say we have a skill which takes 20 seconds to recharge.

    At the end of the map, if I cast the skill and it is still recharging, and I click next level,

    when I start the next level, the recharge time is not correctly reflected. the skill is displayed as fully charged, but I cannot cast it. Not till it finishes its cooldown from the previous level.

    I added this to the known issues - also happens when dying currently.
