Nope. Normal weapons can do that too.
I've seen it happen a few times myself.

I think you misunderstood.

I'm wondering whether or not it's a bug that my weapon procs ONLY in PvE but not PvP.

Previously, I had seen weapons that would proc in both PvE AND PvP.

I saw it before too... but it was back in april, I haven't seen it happening ever since....

There was an update where they specifically nerfed the freeze proc from the combo in PvP because it was over powered.
