Game will not allow me to proceed---Stuck on campaign glitch.

I'm playing the Old Quarter campaign and am unable to unlock the last two areas on the map. The game tells me that I have to complete more actions to unlock. The counter says that I have completed 10 of the 13 missions for the campaign. I've done everything again in hopes that would help but no-go so far. Is there anyway to get this unstuck or to find out what mission the game thinks I'm missing?
