Spain are still incredible, they won the world cup and never scored more than 1 goal in a single match throughout the whole knockout stages of the tournament. Just because they aren't racking in the goals doesn't mean they aren't the best.
Plus, germany only made it to the semi-final of the world cup and were knocked out by holland, who don't seem to be performing this time around. I still see an underdog team like Denmark or Croatia doing amazing this time
