They are level 70.
They scale down to level 66 and 68.
There also seems to not have been any purples dropping, nor any Pink Helms dropped yet.

As you can see, we have two sections, for each of the attributes.
One makes a complete set, such as Lilith, Orlok, Sanguine, Of Charmin', Strongman, Obedience, etc
The other does not form a set/bonus.

You don't know yet.
Until we get a Blacksmith NPC or someone loots a level 70 Pink with L70 in its name, we cannot confirm anything.
You may possibly be right stating that Islander's, Sun God's, and Humanian's go along with Sanguine, Orlok, and Lilith, but before that for Nuri's, we had Of Charmin', Strongman's, and of Obedience.
