You get it once you cap to 26 it appears in your inventory

Getting the assassination achievement is something to respect. Buying a level capped character is meaningless.

How many maps did he run through without killing any minions? This new ability to run through the map and only kill the boss has ruined this game

Even if you killed every minion on your way to the bosses to unlock every map you would have well under 4000 kills. And that is if you solo the map. Once you've unlocked the maps you don't have to enter any 3Ds to level up.

So this isn't something new. In fact, before, you could use non 3d maps to level without even having to unlock allies.
