I have played and won all the levels except the redlight districts, the one with all the werewolves. I play it over and over on solo and multi but it won't let me win. It keeps saying only 6 of 7 done, no matter what I do. How do I win?

Do every 3D once and every ally once to get complete.

What do you mean do every 3D first what is that and to do every ally, like alley a street or a person ally?
Being able to beat all levels
A person ally, over on the right there are three people to talk to. You spend energy to send them to do a task for you and then get a reward. The reward depends on how much time you chose. The 30 second ones are all you need to do to get 7/7 complete but the longer ones give better rewards and are a great way to get xp.

Yes, each of the mission in the campaign and each ally is one of the 7 (or 8) tasks for every place. Like he said, all you need to do is the 30 second job and it'll be fine.
And the 3D's are the 4 (or 5) missions in the middle of the screen. It's called 3D because it's in 3D
