chat window arrow moved

Red Arrow: The spot the arrow is in that, when you tap, drops the window down more to see more chat. This spot no longer works and just opens up the window where you can say something.
Red Circle: The current location of, when you tap, drops the window down more to see more chat; just like the arrow is supposed to do.

edit: yeah it doesn't work but, is it SUPPOSED to work is what im curious about.

It shouldn't be there if it wasn't intended to. But I guess that's something you'd leave to a dev to answer... Yesterday there was a full on-screen keyboard that didn't work, so it leaves me to believe it was supposed to...
