I was playing in LE when I got a purple drop and I was surprised to see it was called FROSTY WING OF THE BEAR is it supposed to say bear?

No, early wing shield purples had the Str purple suffixes (bear and ahnold), though no one is sure why, perhaps they expected talon/dagger birds to be more Dex/Str hybrids though that has never been the case.
