It's looking like someone highlighting the weapon judging by the + stats on the left. But it's not making sense to me since its on the inspect tab.

I know this may not be helpful. But look up shard instead of gemstone. I cant get on pl til later to have a proper look for you.

Gemshard wands are only dropped in Balefort sewers. Great effort at photoshopping though. Well done. You'll notice that even his ign is blotted out. Definitely photoshopped.
Why are the bonuses in green different on both screenshots?
Well the only difference is 1 dps but eh. still very...very...Shifty
BTW if you look at the birdies hand he isn't even touching the dang wand. Birds hold swords and wands perfectly. This is why WarBirds are beautiful. as well as Int birds.

There is no way to see someone's increased/decreased stats from an inspect page. This is just another troling effort meant to send the community on a search for an "imaginary" weapon. As said before, give it up.
