If you go on (currently) DL or SL (PL Soon) and just press your Avatar, it says in a little box in the top-middle of the screen "Reserve Arcane Legends Name"

You mean like when SL was due to be released and if you reserved your name you got Hardlight shield vanity? Nope, just a name reservation. That's why it's only 20 plat. Hope this helped.

No you can only reserve character names that you control.
