Check the Crafting Station.
Scroll down til you see the "Custom Rune Tech Boots,gloves etc
Gather the Crafting Materials - it will be shown in there if u click it.

PS dont buy the recipe in the C.Station, check Auction instead.

The armor itself is called Custom rune tech. But that out fit also contains the lvl 41 arbitator's chest plate. ( vanity given when you reach level 41 )

IDK Zao. I mean it looks like Custom Runetech, but has the attributes of Custom Runetech, with the awesomeness of Custom Runetech, and the special effect of Custom Runetech. So, i'm gonna say.................
