I can solo elite sunken 55-70 second/map. so i wanna open "paid party" like 500k/hour. and my question:
is it legal?

essentially you would be making 1.5m an hour if they stay but idk who will pay 500k when they can run a random and probably complete in 1min 30

I don't think anyone will pay 500k but to your question, people do pay for boss aps and lb slots and some other stuff. Should be fine, would be nice if the devs went into more details with their tos. The only things I know in which can't be traded out side the trade window is igns and possibly guilds.

If you clean so fast play solo ghost pt, because the game is multiplayer, mostly so fast runners never wait any other before kill minis or bosses , in the end they go on others people ignore list.

Rather have mini bosses killed faster than I can get to them since their gold drop is so much less when compared to the main boss.

Eh, those 6-10k drop from 3 minibosses = like 30k then chests is an extra 5k each, so like 60k for 3 miniboss is still decent but i see what u mean

tbh, i really can do solo run 55 sec± guys, because i use kraken, that's so easy.

Just run and help randoms. That's what I do. I also have kraken items and I know I can make more with private parties, but helping less equipped randoms make gold is a good thing. Share the wealth. I see some some players use wildfire or other outdated weapons that do zero damage, but that just pushes me to help clear it faster.
