Ok, you will need 22 str for Armsman 5. Forged is the one I used. Don't increase your str ANY MORE than 22 for 15 Armsman. All it does is give some extra armor, and since dodge is key in 18 bird, stick with 5.
Next you'll need sniper L10 helmet and shield (dex pack helmet and shield) or if you are willing to go the extra mile, get the str 4 pack. You'll get conquerors helmet, sword, shield, armor. Use the helmet and shield. This is when you'll go 32 str since conquerors requires 32 base str.
Next, 5 int, reason behind it is because 15 Toyman needs 5 int to equip.
Or if you are a SUPER NOOB, use a Momentarily Forgotten Bow L18.
All other points in dex.
Skills
6 evade (dodge)
4 break (not 5 because break stacks. In my mind 4 is good enough.)
3 focus (the extra skill point from 5 to 4 break goes here.)
1 shatter (for combo with blast)
1 blast (combo)
1 root (mostly for dodge debuff for birds and to stop mages from kiting.)
1 repulse (to kite the bears stomp/hs)
Combos!
Vs bears: repulse (knock them back to avoid the stomp) break shatter blast root (to get away for the next repulse combo)
Pro tip vs 22 bears: DON'T FACE THEM. Beckon will pull you right into them, so kiting ISN'T AN OPTION. Then they combo, then you die. Unless you want a bad kdr, don't do it. Try getting 1900-300 like me and call. (DIDN'T BOOST.)
Vs birds: root (I use root first to get the dodge debuff so you can combo with them having a less % of dodge.) break shatter blast repulse, repeat!
Pro tip vs 21 damage birds: EASY since they have no dodge. Even if they are 21, they will likely die. The chance of you dying is the same because of the skill points they use, which is very overpowered with a bow.
Vs mages: root (reason behind this is for them to get stuck, then waste a heal getting out of it, then you nuke since the heal is recharging) break shatter blast repulse, repeat
Pro tip vs 18 mages: I'd save my shatter and blast until they manashield it. Once they ms, combo shatter and blast to break it.
Pro tip vs 22 mages: you are basically screwed if you face them due to the buffs.

Since the forgotten bows 75% of low level is birds. Used to be me, tenks, and call. -_-
ok. so i use tyis build. except i use pure dex bird with lv15 experts and artisan. i easily beat everyone but some of the dex/str birds. the build u put up here.. is it because my dodge is low?
Yes, you lose because of low dodge. The fact that you actually USE pure dex will result in many losses. Go with this build. Armsman isn't that much. Nor is the forgotten bow, but if you want to be a true bird, use a Toyman 15. Which is around 200-250k.

build is the dodge armor, lv19 pink bow and lv19 green helmet
fine platinum band of technique
6 evade
3 focus
5 break armor
1 repulse shot
1 root
1 shattering scream
1 blast shot

Hades is just a troll. I wouldn't use the build. 4 break stacks, which is why you use 4 and not 5. And 3 focus, not 2. If you've seen his posts he is just negative about everything. Ask Apollo, yich, Vvikked, chickenrunnn, ANY OF THEM. All will say the same as myself.
Edit: I'd also like to say to stay 18 to join 13 games, if you go 19 there aren't any pvpers at 14, more at 13, I'd stay 18 ;D
