Elemental damage is done on basic attack and it's a portion of the overall damage. You'll see on the item details what percent % elemental damage you do per attack.

Ah ok btw it would be nice if we can awake elemental damage into our weapons, like crit damage..

This is planned but not guaranteed to happen. We'll finalize this as we begin development of the 86 Mythics, Set and Arcane gear :-)
