Hedourah have ton of armor in the start and eventually decrease over time.
Phase 1 you need to wait like 5-7s
Phase 2 | 3-5s
Phase 3 | 3-5s
After waiting, you should burst it in time or he will start doing his thing.

The further away he is from the meteor(or his spawn point) the weaker he gets. Atleast that's what I notice.

Try pulling him to the entry point of map, he should be weaker there compared to mid.
