Planned or not? Pvp

A dev said that twinks awaken items will be blocked or something like this because they shouldnt use it at low level, but its not coming anytime soon.
This is actually great and can revive pvp because overpriced gears

Is this still planned or already removed from the upcoming ideas, i would like to know if i should join pvp now or wait longer.

Unfortunatly i cant find the thread because it was long time ago but i can explain the context and what exactly the dev wrote.

low level characters use high level characters to awaken their items and use them. The dev said it shouldn't be like that and that a solution might be to block low level awakening items of being equipped so that you can't equip them anymore. In the end he wrote that this solution might happen but not anytime soon.

Im not asking for it to happen but i want to know if this is still one of the future plans.
